The webmaster of Random takes loads of scans and puts them up in categorized galleries, usually three at a time. They are removed and replaced with new galleries regularly. The images are of excellent quality, and work extremely well in backgrounds. Check it out!
Dokuganryu (Henceforth DKGR) is, as webmaster Kei puts it, "a resource site for wallers, layout designers, sig/ava makers, and of course MEGATEN FANS OF KANEKO'S ART!!!" DKGR galleries rotate almost daily, so check back often for new material!
More scans than you can shake a stick at (Courtesy of uni bandwidth and hosting), AnimePA is the anime club of Cal State San Marcos and provides (And has for some time now) galleries of scans from numerous series/games, many not oft seen.
FerriCorp resides in the short list of websites I have known and frequented for more than four years. Scans, it has, both of series and artist. Vectors, it has. Some donated galleries, even, it has. Its own futaba-style image board it has, although admit I must that little occurs there.
